Can narcotics be used at any point during labor?

I was hoping someone with a medical background could answer my question. I recently had my second baby (l birth). I had a precipitous labor. Very fast. On my birth plan I stated that I wanted the option of pain relief. My midwife agreed. But during labor I was refused narcotics because she said I was laboring too quickly and the baby would have a difficult time breathing. I kept begging and begging but she refused to give it to me. I talked to my family doctor who said that they could have given it to me and it wasn't fair that she refused to give it. Does anyone know if this is true? I was asking for Fentanyl.
