What is going on in our schools?! (Advice please)?

This is yet another reason why homeschooling is a good idea. If it's at all possible, i strongly suggest you do that. Then you have control over the excesses of the school system. We home educate and our children have never been to school. Our motivations are that i was bullied by the teachers and my wife was a teacher and therefore appreciates how spectacularly formal compulsory education has failed.
